Newport Beach's homeless count has been a recurring topic in local reporting and campaign messaging. This page tracks the City's and County's published data over time, alongside claims made publicly by candidates and officials, each labeled by how well it's sourced.
Three different counts, three different methodologies
Public conversation often mixes three figures that are not directly comparable:
- Orange County Point-in-Time (PIT) Count — a single-night, once-a-year federally required count conducted countywide.
- City Homeless Data Dashboard — a rolling monthly average published by the City, not a single-day count.
- PATH annual outreach census — a count of individuals contacted by the City's contracted outreach team over the year.
Comparing a single-night PIT number to a monthly average, or either to a year-long outreach census, can produce misleading trends. The timeline below is grouped so each methodology can be tracked on its own terms.

No official city or county record currently confirms a citywide homeless count of exactly 1, for any date. The closest available figures are 11 (PATH census, Nov 21, 2024)[3] and 8 (Point-in-Time Count, early 2026, per Voice of OC)[8] — though these use different counting methodologies and aren't directly comparable to each other or necessarily to the “1” figure. Requests for the source of this specific figure were sent to the City of Newport Beach (Public Records Act request) and the Stapleton campaign on July 21, 2026; both remain pending as of July 23, 2026.
What the published data shows
The figure of 96 aligns with Orange County's 2022 Point-in-Time Count.[1] The 2024 Orange County Point-in-Time Count recorded 71 individuals in Newport Beach.[4] That 96 → 71 comparison is independently accurate regardless of the outstanding requests noted below. However, no City or County record supports a citywide homeless count of 1.
No currently available public source — PATH annual outreach census, Orange County Point-in-Time Count, or the City's Homeless Data Dashboard — publishes a figure specifically dated to December 2025, the end of Stapleton's mayoral term. The closest bracketing published figures are:
- PATH annual outreach census (Nov 21, 2024): 11[3]
- Orange County 2026 Point-in-Time Count (early 2026): 8, per Voice of OC coverage[8]
- City's Q1 2025 Homeless Data Dashboard: average count of 21[5]
These are not directly comparable: PATH's figure is a year-long outreach census, the PIT number is a single-night countywide snapshot, and the City dashboard reports a rolling monthly average. None resolves to a single Newport Beach figure dated to December 2025.
